ISEF 2026: Islamic Financing Expands Capacity for Productive Businesses

No.28/222/DKom

The integration of Islamic social and commercial financing offers opportunities to broaden access to capital for productive businesses, particularly micro, small, and medium enterprises (MSMEs). The use of Islamic social finance instruments, such as zakat and waqf, alongside commercial financing can support business development, expand economic opportunities, and unlock the potential of the Islamic economy at both the national and regional levels. This was conveyed by Bank Indonesia Deputy Governor Solikin M. Juhro at the opening of the Forum on Central and Regional Synergy for Islamic Economy and Finance Development, held as part of the 13th Indonesia Sharia Economic Festival (ISEF) 2026 at the Jakarta International Convention Center (JICC), Jakarta (15 October). The event was also attended by Indonesia's 13th Vice President Ma'ruf Amin; Executive Director of the National Committee for Islamic Economy and Finance (KNEKS) Sholahuddin Al Aiyub; Expert Staff for Financial Services and Capital Markets at the Ministry of Finance Arief Wibisono; and Acting Deputy for Economy and Digital Transformation at the Ministry of National Development Planning (Bappenas) Maliki.

Solikin emphasized three key strategies to advance the Islamic economy at the regional level: strengthening the role of Regional Committees for Islamic Economy and Finance (KDEKS) in aligning programmes across stakeholders, developing an end-to-end halal value chain, and expanding access to Islamic financing. To broaden financing access, business needs must be matched with appropriate funding sources, including Islamic banks and commercial financial institutions, as well as zakat and waqf institutions. Integrating Islamic commercial and social finance through blended finance can create opportunities for businesses that do not yet fully meet banking requirements to grow progressively.

“Synergy cannot be built through occasional meetings alone. We need structured institutional mechanisms, clear role allocation, and consistent monitoring," Solikin stated. To translate these strategies into concrete action, Bank Indonesia promotes the 3SP approach: Productive Synergy, Financing Synergy, and Participation Synergy. This approach focuses on developing productive sectors based on regional potential and connecting business needs with appropriate sources of financing. Bank Indonesia also continues to strengthen Islamic economy literacy and inclusion, encouraging the public to make greater use of Islamic financial services and business opportunities. Through an integrated approach, MSMEs are expected to enhance competitiveness, expand market reach, and grow sustainably.

Indonesia's 13th Vice President Ma'ruf Amin highlighted that the Islamic economy and finance should become a new source of growth, developing alongside the commercial economy to drive a resilient and inclusive Indonesian economy and improve public welfare. He underscored three essential foundations for development: strong institutions, clear regulations, and a mutually reinforcing Islamic economy and finance ecosystem. Ma'ruf Amin also emphasized the importance of strengthening central and regional synergy. Clear development planning by Bappenas, strong support from Bank Indonesia, and coordination through KNEKS at the national level and KDEKS at the regional level must work in concert to accelerate the development of Islamic economy and finance as a new driver of Indonesia's economic growth.

In line with these efforts, in 2026 KNEKS, the Ministry of National Development Planning (Bappenas), and the Ministry of Home Affairs, with support from Bank Indonesia, updated the Guidelines for Cross-Sector Regional Collaboration in Islamic Economy Development to align with regional development planning nomenclature. The guidelines serve as a reference for regional governments to integrate Islamic economy development into their development plans. To date, 27 provinces have incorporated Islamic economy development into their Regional Long-Term Development Plans (RPJPD) and Regional Medium-Term Development Plans (RPJMD), while 23 provinces have included Islamic economy indicators in their RPJMD.

The event also marked the inauguration of KDEKS as a demonstration of the shared commitment to strengthening coordination, synchronization, and synergy with KNEKS. This initiative is expected to align regional Islamic economy and finance development programmes with national strategic policy directions while taking into account the potential of each region.

Going forward, synergy between central and regional governments will continue to be strengthened through aligned planning, structured coordination, and measurable, sustainable programme implementation. Consistent policy implementation is expected to expand business opportunities for MSMEs, enhance the competitiveness of local products, and broaden financing access for productive businesses, thereby increasing the contribution of Islamic economy and finance to regional economic growth and public welfare.
