Commemorating the 81st Anniversary of the Independence of the Republic of Indonesia, Bank Indonesia, together with the Indonesian Payment System Association (ASPI), launched the Indonesia Credit Card as an innovation in the domestic payment system industry. The new instrument strengthens the national digital economy and finance by increasing transaction efficiency, expanding inclusivity among providers and users, and enhancing business competitiveness. A more efficient and inclusive payment system ecosystem is expected to support economic activity among the public, thereby contributing to sustainable national economic growth. That was the key takeaway at the launch of the Payment System Policy Response by Bank Indonesia, payment system associations and industry, held at Bank Indonesia in Jakarta on 17th August 2026.
Bank Indonesia also took the opportunity to announce an expansion of its 0% QRIS Merchant Discount Rate (MDR) policy, effective from 1st October 2026. The 0% MDR will continue to apply to micro merchants for transactions up to Rp500,000 and will also be expanded to all other merchants (small, medium and large) for transactions up to Rp100,000, from the previous rate of 0.7%. The expansion will improve transaction cost efficiency for businesses and broaden the benefits of payment digitalisation for the public.
Acting Bank Indonesia Governor, Destry Damayanti, reiterated that every advancement in the payment system must ultimately serve one objective, namely to support economic growth that delivers tangible benefits to the public, while strengthening the resilience and competitiveness of the national economy. “This policy response is founded on the optimism that it represents a real contribution by Bank Indonesia together with the payment system industry to the Indonesian nation, as well as an Independence Day gift to the public. The policy, therefore, is built on the principle of balance, delivering benefits to the public, creating room for merchants to grow and generating new opportunities for payment system service providers, while maintaining industry sustainability," she stated.
The Indonesia Credit Card is an alternative payment instrument with a deferred payment facility that is processed domestically to support the expansion of an inclusive national digital economy and finance ecosystem. The Indonesia Credit Card is used as a source of funds for transactions, with payments made using QRIS through either Scan or Tap. As of 17th August 2026, eight Payment Service Providers have issued the Indonesia Credit Card, namely BCA, Mandiri, BNI, BRI, CIMB Niaga, Permata, and Bank Mega, as well as BSI, which offers Islamic financing. Moving forward, the Indonesia Credit Card will continue to be developed in terms of both features and services.
Broader QRIS acceptance shows its increasing contribution to economic activity among the public. As of June 2026, the number of QRIS users had reached 65.77 million, including 6.23 million new users during the January-June 2026 period, pointing to the continued adoption of QRIS. QRIS adoption has also reached 44.86 million merchants, of which 96.68% are MSMEs. This composition demonstrates that payment digitalisation is not only utilised by large businesses but has also reached micro and small enterprises extensively. The expansion of the user and merchant base was also reflected in transaction activity. During the first half of 2026, QRIS recorded 12.55 billion transactions. Nominally, transactions during that period totalled Rp1.12 quadrillion, representing impressive growth of 93.92% (yoy).
The launch of the Indonesia Credit Card and expansion of the 0% MDR policy represent synergy between Bank Indonesia, industry associations, payment system service providers and various stakeholders. These measures form part of the efforts to accelerate the strengthening of the digital economy and national economic independence in line with the Indonesia Payment System Blueprint 2030 and the Government's Asta Cita program to support sustainable economic growth.
