Levelling Up MSMEs through Financial Accounting Application

In conjunction with the Ministry of Manpower and Ministry of Tourism and Creative Economy, Bank Indonesia (BI) is expanding and strengthening access to finance for MSMEs via the SIAPIK financial accounting mobile application that allows MSMEs to record financial transactions, while automatically generating digital financial statements.  That was the key takeaway of the virtual kick-off event for Semangat SIAPIK, Synergy to Increase MSME Access to Finance via SIAPIK, held today (07/03).

Strengthening literacy among MSMEs in terms of financial accounting is a form of BI support to achieve the targeted 30% portion of MSME loans to total outstanding loans disbursed by the banking industry in 2024, as announced by the Indonesian President in 2021, which currently stands at 20.6% of total credit, as well as achieve the Macroprudential Inclusive Financing Ratio (RPIM).  A couple of the reasons for the currently low level of disbursed loans to MSMEs is low financial management capacity and financial literacy amongst MSMEs.  In response and to enhance financial management capacity, Bank Indonesia took the initiative to launch the SIAPIK financial accounting mobile application.  That was the salient message delivered by Bank Indonesia Deputy Governor, Doni P. Joewono, in his remarks.

The Secretary General of the Ministry of Manpower, Anwar Sanusi, added that the role of manpower development, both formal and informal, is a strategic measure to improve the capabilities of the Indonesian workforce.  Since 2021, cooperation between the Ministry of Manpower and Bank Indonesia has provided training to 800 independent workers using the SIAPIK application for digital financial accounting.  Moving forward, greater capacity for digital financial bookkeeping is expected to increase the competitiveness of independent workers in the global era.

Dadang Rizki Ratman, Expert Staff for Business Development from the Ministry of Tourism and Creative Economy, took the opportunity to outline government programs implemented since 2021 to provide technical guidance on financial literacy using SIAPIK through financial training and workshops to enhance the competencies of human resources in the tourism sector and creative economy.  In 2021, the Ministry of Tourism and Creative Economy organised workshops to provide technical guidance and discuss the benefits of financial digitalisation in West Sumatra and Bali, which will continue in 2022 in West Java and Banten as well as several cities.

SIAPIK is a digital financial accounting mobile application that aims to facilitate MSME bookkeeping and provide greater MSME access to finance for MSMEs to level up.  Since the launch by Bank Indonesia in 2017 until the end of 2021, a total of 17,837 users have registered through the SIPAIK application, with 99% dominated by micro enterprises, of which 40% are manufacturing businesses.  Of the total registered users, 724 MSMEs have secured bank financing with a value of Rp18.3 billion.  As a breakthrough innovation to enhance financial management in MSMEs, SIAPIK has a number of standard, convenient, safe, simple and reliable (SMASH) features. Furthermore, SIAPIK is complemented by the SIAPIK Literacy Guidelines, as a standardised socialisation, training and mentoring module that also meets the requirements of financial institutions for credit analysis purposes.

Bank Indonesia constantly strives to strengthen coordination in terms of MSME development in Indonesia to achieve equitable and sustainable economic growth.  To that end, MSMEs are expected to remain consistent and committed to maintaining product quality through creativity and innovation, while selectively and prudently seeking information regarding access to finance by utilising digital technology.
