Bank Indonesia has issued Bank Indonesia Regulation (PBI) No. 23/13/PBI/2021 concerning the Macroprudential Inclusive Financing Ratio (RPIM) for Conventional Commercial Banks, Sharia Banks and Sharia Business Units, effective from 31st August 2021. The regulation was promulgated by Bank Indonesia to increase economic inclusion and unlock financial access, while strengthening MSME's contribution to the national economic recovery. Furthermore, the policy affords the banking industry greater options to participate in MSME and low-income earner financing as well as other inclusive financing.
The main substance of the regulation is as follows:
- Clarification of RPIM and its scope for banks.
- RPIM requirements and obligations, which will be implemented gradually, starting at 20% in 2022 before increasing to 25% in 2023 and 30% in 2024.
- RPIM calculation procedures.
- Reporting, publication, supervision, evaluation and technical assistance.
- Rewards and sanctions.
The new Bank Indonesia Regulation repeals in its entirety Bank Indonesia Regulation (PBI) No. 14/22/PBI/2012 concerning Credit or Financing Disbursements by Commercial Banks and Technical Assistance for the Development of Micro, Small and Medium Enterprises, as amended by PBI No. 17/12/PBI/2015.
