QRIS Indonesia–Japan Strengthens Payment Connectivity

Indonesians can now make payments using QRIS (Quick Response Code Indonesian Standard) in Japan. QRIS payments can be made at participating merchants by scanning the JPQR Global code through domestic payment applications, without the need to exchange foreign currency. This was conveyed by Bank Indonesia Deputy Governor, Filianingsih Hendarta, who conducted a direct transaction using QRIS at a JPQR Global merchant at the Indonesia Pavilion of World Expo 2025 Osaka (25 August) to demonstrate its reliability and smooth operation. The event in Osaka was also attended by the Consul General of the Republic of Indonesia in Osaka, John Tjahjanto Boestam, and the Vice Commissioner for International Affairs of the Japan Financial Services Agency (JFSA), Ozaki Yu.

Meanwhile in Jakarta, Bank Indonesia Governor, Perry Warjiyo, also witnessed the transaction together with Ueda Hajime, Minister (Economic Section) of the Embassy of Japan in Indonesia, and Katsunobu Kato, Minister of Finance of Japan. On this occasion, the Governor of Bank Indonesia stated: The Indonesia–Japan QRIS connectivity represents a new chapter that marks the strong commitment of both countries in strengthening economic ties through digital innovation. Indonesians can now make transactions more easily in Japan, which at the same time reflects a payment system that is becoming stronger, digitally interconnected, and increasingly seamless." The cross-border QRIS implementation not only simplifies transactions but also fosters an inclusive digital economy—particularly for MSMEs, which form the backbone of the economy—tourists, and the wider integration of the Indonesian economy into the global economy.

In line with this, Japan's Minister of Finance, Katsunobu Kato, emphasized: “With the progress of globalization and significant economic growth in the Asian region, cross-border transactions have increased, as has the demand for cross-border payment systems. Since August 2020, Japan and Indonesia have been able to conduct direct transactions using yen and rupiah. And since 17 August 2025, a QR code payment connectivity between Japan and Indonesia has been launched. I hope that with this implementation, we can realize a future where the exchange of goods and services between Japan and Indonesia becomes increasingly dynamic, leading to shared progress and prosperity." Minister Kato also reaffirmed Japan's commitment to continuously strengthening economic and financial cooperation with Indonesia.

This initiative complements the Local Currency Transaction (LCT) cooperation between Indonesia and Japan, which was agreed in 2019 and has been implemented since 2020. The rupiah–yen settlement scheme enables trade and investment to be conducted without relying on third-party currencies, thereby reducing foreign exchange conversion costs and improving transaction efficiency. In line with this, during the period January–July 2025, the value of Indonesia–Japan LCT transactions reached USD 5.1 billion, an increase compared to USD 2.23 billion in the same period of the previous year. From the user perspective, LCT utilization also showed a positive trend, with an average of 2,072 users per month in 2025, higher than 1,360 users per month in 2024.

The launch of the Indonesia–Japan QRIS implementation was carried out in conjunction with the 80th Anniversary of the Independence of the Republic of Indonesia. Beyond merely facilitating daily payment transactions, the integration of LCT and cross-border QRIS reflects the strengthening of Indonesia–Japan economic relations and supports the development of a more resilient digital payment ecosystem. The successful implementation of cross-border QRIS between Indonesia and Japan is the result of close collaboration among Bank Indonesia, the Indonesian Payment System Association (ASPI), Japan's Ministry of Economy, Trade, and Industry (METI), the Payment Japan Association (PJA), Netstars, and financial institutions from both countries. At the initial stage, QRIS can be used at the World Expo 2025 in Osaka (Indonesia Pavilion, official shops, food trucks) and at several merchants at Haneda Airport, with coverage to be gradually expanded to various regions in Japan.
