The role of local governments is crucial to ensure effective and integrated digital transformation that provides tangible benefits to the community and the regional economies. To that end, Bank Indonesia (BI) in collaboration with the Task Force for Accelerating and Expanding Regional Digitalisation (Satgas P2DD) continues to strengthen the capacity of regional governments in terms of strengthening the electronification of regional government transactions (ETPD), while simultaneously promoting the digitalisation of public services alongside more transparent and accountable regional financial governance. One such initiative is the P2DD Capacity Building and Literacy Synergy Program (KATALIS P2DD). KATALIS P2DD is a concrete measure to support the government's Asta Cita national development agenda, while accelerating targeted and sustainable regional financial digitalisation. That was the key takeaway delivered by the Deputy Governor of Bank Indonesia, Filianingsih Hendarta, at the KATALIS P2DD initiation ceremony held online (04/03/26), attended by Regional Secretaries, Regional Revenue Agencies (Bapenda) and Regional Government Banks (BPD) from throughout Indonesia.
Deputy Governor Filianingsih stated that to support regional financial digitalisation, BI has introduced various payment system innovations that strengthen ETPD implementation to support regional financial digitalisation. Since launch in 2022, the Indonesia Credit Card - Government Segment has been adopted by 267 regional governments, with total transaction value reaching Rp665 billion. Furthermore, various local governments are using QRIS to increase regional revenues, enhance efficiency and ensure transparency in terms of regional government transactions.
KATALIS P2DD was designed as a space for collaboration and shared learning among local governments. In 2026, KATALIS P2DD is focused on three main areas, namely capacity building and increasing the literacy of human resources in local government, strengthening collaboration and sharing the best practices between regions, as well as system standardisation to create interoperability and prevent digital services that are not integrated.
Echoing those sentiments, the Deputy Minister of Home Affairs, Bima Arya, emphasised the importance of strengthening coordination and collaboration between stakeholders to accelerate regional government transaction electronification (ETPD). According to Deputy Minister Bima, benchmarking between regions can facilitate the sharing of best practices, which must be accompanied by adequate HR readiness and digital infrastructure support. Public socialisation and education efforts must also be strengthened with the active support of local governments and stakeholders in each region.
The Deputy Coordinating Minister for Economic Affairs and Chairman of Satgas P2DD, Ferry Irawan, stated that throughout 2025, P2DD policies increased digital ecosystem development significantly. This is reflected in the 511 regional government spending (93.6%) that have expanded digital payment channels for taxes and levies as well as procurement using QRIS, electronic money and collaboration with e-commerce platforms. Moving forward, P2DD policy in 2026 is directed towards strengthening the regional digital ecosystem, increasing public services and compliance, as well as promoting more impactful and effective regional spending. “The KATALIS P2DD Forum is expected to foster various collaborative efforts and strategic measures as a knowledge sharing forum to exchange best practices when overseeing government priority programs," said Deputy Coordinating Minister Ferry.
KATALIS P2DD also serves as a forum of interactive learning and capacity building for local government human resources as Regional Digitalisation Acceleration and Expansion Teams (TP2DD), regional government banks as Regional General Treasury Account Banks (RKUD), as well as various other parties within the regional financial digitalisation ecosystem. This program is in line with the Indonesia Payment System Blueprint (BSPI) 2030, specifically the 'Innovation' pillar, which is directed towards building collaboration to promote balanced innovation and acceptance, while ensuring a comprehensive digital economy and finance (EKD) integration process. This initiative is implemented by fostering innovation in payment services, strengthening digital literacy and acceptance, as well as bolstering risk management and consumer protection. KATALIS P2DD will be implemented continuously throughout 2026, with a first-quarter focus on aligning the roadmap, policy direction and national priority programs for accelerating and expanding regional digitalisation.
Through this initiative, the Government and BI assert their shared commitment to driving digital transformation not only centrally, but also reaching regions across Indonesia. Through strong and sustainable collaboration, regional financial digitalisation is expected to expand and become more integrated, thereby improving the quality of public services further and strengthening national economic resilience.
