Indonesia Hosts BCBS-ICBS 2026: Global Collaboration for Resilient and Adaptive Banking Supervision

Rapid digitalisation and the increasing interconnectedness of the global financial system require resilient and adaptive banking supervision to address more complex risks. An optimal balance between innovation and resilience must be maintained through sound governance, effective supervision underpinned by a strong prudential framework, as well as cooperation between authorities and across jurisdictions to preserve confidence and financial system stability. This message emerged from the series of meetings of the Basel Committee on Banking Supervision (BCBS) and the 24th International Conference of Banking Supervisors (ICBS), held from 28th September to 1st October 2026 in Bali, Indonesia. Bank Indonesia (BI), together with the Financial Services Authority (OJK), hosted the series of events, bringing together approximately 300 high-level delegates from central banks, financial sector supervisory authorities, international organisations and the industry representatives from more than 60 countries. The BCBS Meeting was officially opened by BCBS Chair and Governor of Sveriges Riksbank, Erik Thedéen, on 28th September 2026. The Governor of Bank Indonesia, Destry Damayanti, subsequently opened the ICBS on 30th September 2026.

Governor Destry emphasised that changing business models and rapid technological advances require effective, forward-looking and adaptive supervision. “As digitalisation and new technologies continue to transform banking, we must strike an optimal balance between innovation and resilience, supported by sound governance and effective supervision," Governor Destry stated. To identify vulnerabilities at an early stage, supervisors need to understand not only the financial condition of banks but also interconnectedness within the financial ecosystem, changes in business models and rapid technological developments. Governor Destry underscored, therefore, the importance of cooperation among authorities and across jurisdictions through dialogue and knowledge sharing to strengthen supervisory capacity in anticipating risks, responding to changes in the financial landscape and mitigating risks before they can disrupt the financial system.

Echoing those sentiments, the Deputy Governor of Bank Indonesia, Solikin M. Juhro, stressed the importance of strategic foresight during a panel discussion to anticipate potential unknown risks. This approach helps supervisors understand the direction of changes in the behaviour of economic players, business models and market perceptions, while developing supervisory indicators that are more relevant to such dynamics. Supervisors can, therefore, identify potential vulnerabilities earlier and prepare appropriate responses to maintain banking resilience and financial system stability.

Digitalisation and the use of new technologies were also a key focus of the forum. In addition to creating opportunities to increase efficiency and innovate financial services, such developments present challenges in the form of cyber and operational risks, fraud and scams, dependence on third-party service providers, as well as risks associated with artificial intelligence (AI) and crypto assets. Stronger governance, risk management and cross- authority cooperation are important, therefore, to maintain financial system stability amid continuously evolving global challenges.

Strategic Issues at BCBS-ICBS 2026

The BCBS Meeting, held on 28-29th September 2026, discussed global banking risks and vulnerabilities as well as progress on various initiatives to strengthen regulation and supervision. The meeting addressed several strategic issues in global banking supervision, including risks and vulnerabilities in the banking and financial sectors, strengthening the supervisory framework, Global Systemically Important Banks (G-SIBs), and the implementation of global prudential standards. Developments in frontier artificial intelligence (AI), digitalisation, crypto assets and stablecoins, liquidity risk and interest rate risk were also discussed. These discussions reaffirmed the importance of regulatory and supervisory frameworks capable of anticipating evolving risks to ensure that the banking sector remains resilient in supporting the economy. Meanwhile, the ICBS, held from 30th September to 1st October 2026, addressed two key themes, namely “The Resilient Supervisor: Adapting to Structural Changes and New Risks" and “Digitalisation and the Future of Banking Supervision". BCBS-ICBS 2026 also provided an opportunity to strengthen networks and build trust among authorities as a foundation for sustainable international cooperation. BCBS Chair and Governor of Sveriges Riksbank, Erik Thedéen, emphasised that strong regulation must be complemented by supervision capable of identifying risks at an early stage, clearly communicating corrective measures and ensuring timely follow-up actions. Compliance with minimum standards must be accompanied by assessments of governance quality, risk management and the sustainability of bank business models. Modernisation of supervision must be supported, therefore, by competent human resources, adequate information and technology, as well as evidence-based and accountable professional judgement.

Hosting BCBS-ICBS 2026 in Indonesia reaffirms Indonesia's commitment to strengthen global financial system resilience. Through Indonesia's membership of the BCBS, represented by Bank Indonesia (BI) as the macroprudential supervisory authority and the Financial Services Authority (OJK) as the microprudential supervisory authority, BI will continue strengthening synergy with OJK and international cooperation to support anticipatory and adaptive supervision in responding to change and emerging risks, while maintaining confidence and financial system stability.
