Digital transformation in local regions plays a key role as driver of economic growth, boosting productivity, economic efficiency, competitiveness, andfinancial inclusion. To that end, digitalisation has become a bridge to realising the vision of nurturing sustainable growth and maintaining economic resilience. This is in line with the Government's Asta Cita program, through which President Prabowo Subianto placed digital transformation as a driver of national economic development. That was the key takeaway of the second day of the FEKDI x IFSE 2025 event in Hall B of the JICC in Jakarta (31/10/25)

The KATALIS P2DD program aimed at enhancing capacity and literacy for regional digitalization was officially launched on the second day of FEKDI x IFSE 2025. The initiative serves as a concrete measure to create efficient, transparent and inclusive public services. KATALIS P2DD is an interregional synergy forum and a knowledge hub to strengthen the human resources in regional governments, increase the fiscal literacy of local communities, expand digital payment channels for taxes and levies, as well as increase the accountability of public financial management. In his remarks, the Governor of Bank Indonesia, Perry Warjiyo, emphasised that the digital payment acceleration strategy focuses on expanding acceptance and digital innovation to boost efficiency, strengthening the structure of the payment system industry to bolster the resilience of the digital economy and finance (EKD) ecosystem, and maintaining the stability of payment system infrastructure. Currently, the central and regional governments are working together to accelerate regional financial digitalisation, which includes implementation of the Regional Government Transaction Electronification (ETPD) program. ETPDcontinues to accelerate, as reflected by in the 2025 first-semester ETPD Index, indicating that 91.8%, or 501 out of 546 local governments, have reached Digital status. Furthermore, Governor Perry stated “Success demands the joint efforts of the industry, Bank Indonesia, central and regional governments, and competent authorities. The future is ours. Through the flagship FEKDI x IFSE 2025 event, let us realisea resilient, inclusive, innovative and sovereign digital economy and finance in Indonesia."

“Indonesia has demonstrated its readiness to become a digital powerhouse, not only as users but also creators of technological innovation," enthused the Coordinating Minister for Community Empowerment, Muhaimin Iskandar, during the Leaders' Insight session. He emphasised the importance of a human-centred digital economy. “Digital transformation must address literacy, expand access and build human capacity. The goal is unambiguous, community empowerment and competitiveness against other countries," concluded Minister Muhaimin.

Echoing those sentiments, the Minister of Home Affairs, Tito Karnavian, highlighted two key measures when expanding local digitalisation. First, increasing regional government literacy to implement digital systems effectively. Second, ensuring alignment in terms of the direction and standards for the implementation of digitalisation nationally to ensure effective regional orchestration.

The second day of FEKDI x IFSE 2025 featured a Casual Talk session on the Digital Transformation of Payment Systems in the Transportation Sector to Increase Inclusivity and Regional Digitalisation. The Deputy Governor of Bank Indonesia, Filianingsih Hendarta, took the opportunity to share how various innovations continue to emerge as the tangible manifestation of the Indonesia Payment System Blueprint (BSPI) 2030 and national digital transformation, including the Quick Response Code Indonesia Standard (QRIS), BI-FAST, exploring Central Bank Digital Currency (CBDC) as the foundation of the digital economy moving forwards, and QRIS TAP. Currently, 13 provinces have adopted the single tap feature of QRIS TAP across various modes of transport, including DAMRI and toll roads. Since launch on 30th October 2025, the Tap In-Tap Out feature of QRIS TAP has already been implemented in five major transportation modes in the Jabodebek region, namely KCI/KRL, Transjakarta, MRT, LRT Jakarta, LRT Jabodebek, and parking areas. Moving forward, QRIS TAP will be expanded beyond the transportation sector to include retail, encompassing shopping malls and MSMEs. Deputy Governor Filianingsih added “Digital transformation of the payment system is one milestone in the ongoing journey towards an inclusive, efficient and resilient financial system. This process requires not only the adoption of technology, but also the alignment of values, policies and collaboration among allstakeholders."

The second day of FEKDI x IFSE 2025 also featured another Casual Talk session, entitled Synergy in Strengthening Integrity, Trust, and Consumer Protection in the Financial and Payment System. Industry.. Deputy Governor of Bank Indonesia, Ricky P. Gozali, remarked that consumer protection plays a key role in building trust as the foundation of Indonesia's digital payment system and financial ecosystem. Against a backdrop of rapid innovation and increasing transaction scale, authorities and the industry must ensure that communities not only become more digital but also increasingly empowered, vigilant and protected. “In conjunction with various programs, such as the Joint Movement for Consumer Protection (GEBER-PK), with the slogan Care, Recognise, Report, Bank Indonesia is committed to providing comprehensive protection," confirmed Deputy Governor Ricky.
