Bank Indonesia (BI) opens the opportunity for the public to provide inputs or views on the concept of Digital Rupiah Development, as stated in the Consultative Paper Rupiah Digital Phase I (CP), published today (31/1) namely "Project Garuda: Wholesale Digital Rupiah Cash Ledger". This CP is a follow-up to the issuance of the Project Garuda White Paper, launched by Bank Indonesia on November 30, 2022 and as an effort to paved the way for public discussion regarding the immediate state of Digital Rupiah design, namely the wholesale Digital Rupiah cash ledger.
The public can provide input or views on the CP in two areas. Firstly, regarding Functionality, which covers access, issuance/destruction, fund transfer, and technical capability & 3I (integrated, interconnected, and interoperable) aspects. Secondly, General Considerations covering technology: scalability and resilience as well as implications for payment systems, financial systems, and monetary.
The CP can be accessed in full here. Input or views can be submitted in writings and addressed to the Payment System Policy Department - Bank Indonesia Building D, 5th Floor, Jl. MH Thamrin No. 2 Jakarta 10350, or can be sent via email to bicara@bi.go.id or proyekgaruda@bi.go.id or, at the very latest by July 15, 2023.
As reffered on White Paper, each stage of Digital Rupiah development either on immediate state, intermediate state or end state will be carried out through a sequence consisting of: i) Consultative Paper and FGD; ii) Technology Experimentation (proof of concept); iii) Prototyping; iv) Piloting/sandboxing; and v) Review on policy stance.
