QRIS Cross-Border​​



QRIS Cross-Border is a digital payment solution designed to facilitate seamless cross-border transactions for tourists and businesses. Through this system, Indonesian tourists traveling abroad can make payments at partner merchants by scanning a QR code using their domestic payment applications. Likewise, international tourists visiting Indonesia can use QRIS to conduct transactions at merchants that accept this payment method.

QRIS Cross-Border aims to support trade and tourism activities while empowering micro, small, and medium enterprises (MSMEs) by enabling them to accept digital payments. In addition, this system contributes to strengthening macroeconomic stability using local currencies under the Local Currency Transaction (LCT) framework in bilateral transactions. With QRIS Cross-Border, cross-border payment processes become more secure, and efficient.

Currently, QRIS Cross-Border has established cooperation with several partner countries, namely Thailand, Malaysia, Singapore, and Japan (Indonesia Outbound).

Foreign Users:

Foreign users can make transactions at all QRIS merchants in Indonesia by following these steps:

  1. Open the payment application.
  2. Scan the QRIS code at the merchant.
  3. Enter the payment amount in Indonesian Rupiah (IDR).
  4. Confirm the transaction details and the amount in your local currency.
  5. Enter your PIN.
  6. Transaction successful.

For Merchants in Indonesia:

QRIS Cross-Border offers convenience for merchants in accepting payments from international tourists. Merchants can simply use their existing QRIS to receive payments from tourists from partner countries. Most QRIS Payment Service Providers (PSPs) have already facilitated these transactions; however, merchants are advised to reconfirm with their respective PSPs whether they are able to accept QRIS Cross-Border payments.

Notably, although payments are made in foreign currencies, merchants will receive the funds in Indonesian Rupiah (IDR) based on the billed amount. Merchants will not be charged any additional fees to accept QRIS Cross-Border transactions.

QRIS Cross-Border is the interconnection of Indonesia’s national QR code–based payment standard (QRIS) with the QR code standards of other countries to enable cross-border payment transactions. This scheme operates under a cooperation framework initiated and established by central banks, along with a business model that involves industry participants from both countries.

QRIS Cross-Border aims to facilitate trade activities and the tourism sector, particularly for micro, small, and medium enterprises (MSMEs), while strengthening macroeconomic stability through the use of local currencies in bilateral transactions.

In addition, this initiative is expected to provide more payment options for cross-border transaction users and to play an important role in enhancing transaction efficiency and promoting economic and digital financial inclusion.

Through the development of QRIS Cross-Border features, Indonesian users can conduct transactions in partner countries, while merchants in Indonesia can accept payments from international tourists.

The QR-based payment connectivity transaction scheme adopts an interconnection model between the payment switchers of the two countries, with settlement conducted through Appointed Cross Currency Dealer (ACCD) banks using local currencies. Through this interconnection, tourists from partner countries can conduct transactions by scanning QRIS using their domestic payment applications. Conversely, Indonesian tourists can scan the partner country’s QR code using Indonesian payment applications that are already connected to QRIS.

No registration is required. Indonesian users can directly conduct transactions using domestic payment applications that participate in QRIS Cross-Border. Meanwhile, merchants in Indonesia can accept payments from tourists from partner countries using their existing QRIS.

The fees charged to Indonesian merchants are the same as those applied to domestic QRIS transactions, using the Merchant Discount Rate (MDR) scheme as stipulated by Bank Indonesia.

Transactions are processed and received in real time once the transaction is successfully completed.

Yes. Both the user making the payment and the merchant receiving the payment will immediately receive a notification from their payment application once the transaction is successful.

The transaction limit for QRIS Cross-Border is the same as the domestic QRIS transaction limit in Indonesia, which is IDR 10,000,000 per transaction

Indonesian tourists transacting in partner countries:

The exchange rate is automatically converted, so the Indonesian Rupiah (IDR) balance in the tourist's payment account is directly debited through the Indonesian payment application used, and the partner-country merchant will immediately receive a successful transaction notification in the local currency.

If you experience any issues when making a payment using QRIS Cross-Border, please report the matter to the Indonesian Payment Service Provider (PSP) whose application was used for the transaction.

Security features are a key aspect assessed during the QRIS Cross-Border pilot phase. After the pilot process, service providers are required to fulfil operational readiness requirements, system security and reliability standards, risk management implementation, and consumer protection measures before obtaining approval from Bank Indonesia to become a QRIS Cross-Border operator. Accordingly, PSP applications must be equipped with security features to help detect and prevent fraudulent transactions.

QRIS Cross-Border users, including merchants, are advised to understand how to properly use QRIS Cross-Border to ensure safe transactions. This includes verifying that the QR code scanned matches the name of the merchant where the transaction is conducted and checking the transaction notification in the application after the payment is completed by both the consumer and the merchant. If a consumer suspects fraud or encounters any issues during a transaction, they are advised to immediately contact the relevant PSP.
