Based on the Indonesia Payment System Blueprint 2025, a Unified Payment Interface (UPI) will be developed as a platform that integrates all payment channels using API technology to support real-time payment transactions using a single ID and single interface. UPI will be developed to increase financial inclusion through payment channel interoperability.
Understanding SKNBI
The National Clearing System (SKNBI) is infrastructure used by Bank Indonesia for administering funds transfers and scheduled clearing to process electronic financial data for funds transfers, paper-based debit clearing, regular credit services and regular debit services. (Board of Governors Regulation (PADG) No. 21/12/PADG/2019).
- Funds Transfer Services are SKNBI services to transfer funds between participants from one sender to one recipient.
Paper-based debit clearing are SKNBI services to debit funds between participants from one sender to one recipient using a physical funds transfer form.
Regular credit services are SKNBI services to transfer funds between participants from one/many sender(s) to one/many recipient(s).
Regular debit services are SKNBI services to debit funds between participants from one sender to more than one recipient.

Introduction
The retail payment system in Indonesia is complex and segmented. Therefore, Bank Indonesia has created an integrated and connected national retail payment ecosystem through the National Payment Gateway (NPG).
NPG was designed strategically to facilitate government programs, such as cashless social aid program (bansos) disbursements, person-to-government (P2G) transfers as well as toll road and transportation sector electronification, while supporting national e-commerce and increasing financial inclusion.
NPG Definition
The National Payment Gateway (NPG) is an ecosystem that connects various electronic payment or cashless transaction instruments offered by domestic banks within the payment system.
NPG Goals
NPG policy aims to:
- Create connected and convergent infrastructure for mutual use to achieve optimal interoperability.
- Expand the role of the domestic payment system industry by utilising the latest domestic infrastructure technology and innovation to provide the products and services required by the public.
- Expand the reach of retail payment system products and services in order to increase cashless transactions and financial inclusion.
- Reduce settlement risk by increasing security, customer protection and settlement at Bank Indonesia.
- Structure payment system institutions to provide standards, switching and services functions.
- Create national payment system interoperability through interconnected switching and create a more efficient, secure and reliable national payment system.
NPG Scope
The NPG covers the following domestic payment transactions:

Interkoneksi Switching.

Interkoneksi dan interoperabilitas kanal pembayaran berupa kanal ATM, electronic data captured (EDC), agen, payment gateway, dan kanal pembayaran lainnya.

Interoperabilitas instrumen pembayaran berupa kartu ATM dan/atau kartu debet, kartu kredit, uang elektronik, dan instrumen pembayaran lainnya.
NPG Operators
NPG operators include Standards institutions, Switching institutions and Services institutions.

Standards Institutions:

Tasked with compiling, developing and managing standards to ensure interconnection and interoperability amongst payment instruments, payment channels and switching, as well as security.

The Indonesia Payment System Association (ASPI) has been appointed by Bank Indonesia as the standards institution for ATM/debit cards.

Switching Institutions:

Tasked with processing payment transaction data domestically to ensure interconnection and interoperability

There are currently four NPG switching institutions, namely PT Artajasa Pembayaran Elektronis, PT Rintis Sejahtera, PT Alto Network and PT Jalin Pembayaran Nusantara.

Lembaga Services:

Tasked with maintaining payment transaction security and customer data confidentiality; reconciliation, clearing, settlement; developing systems to prevent fraud, manage risk and mitigate risk; resolving payment transaction disputes under the auspices of consumer protection; as well as providing other functions mandated by Bank Indonesia in relation to the services function.

The services function is executed by PT Penyelesaian Transaksi Elektronik Nasional (PTEN).
NPG Connected Parties
NPG connected parties include issuers, acquirers, payment gateway operators and other parties appointed by Bank Indonesia.

Domestic Payment Transaction Processing
All domestic payment transactions must be processed through NPG. Domestic payment transactions are transactions using payment instruments issued by Issuers in Indonesia and transacted in the unitary Republic of Indonesia.

National Branding
National branding refers to the set of rules concerning logos, expanding national acceptance and domestic processing. Parties connected to the NPG are required to display the national logo on each payment instrument issued.

Price schemes

When setting the price scheme policy, Bank Indonesia considers a number of principles, including expanding acceptance, efficiency, competition for services and innovation; based on the cost of recovery plus a fair margin, risk management and convenience.
- The NPG price scheme policy for debit cards is set through the Merchant Discount Rate (MDR), namely the cost incurred by the merchant.

How to obtain an NPG Card and Examples with the NPG Logo
Existing customers as well as customers with broken/lost/expired cards are eligible to request a new card at an issuing bank with an identity card, bank book and existing debit card.
New account holders will receive information concerning the new debit cards and application procedure from the respective bank.
