Thomas A.M. Djiwandono was born in Jakarta in May 1972. He obtained a Bachelor of Arts in History from Haverford College, United States, in 1994, and later earned a Master of Arts in International Relations and International Economics from the Johns Hopkins University School of Advanced International Studies, United States, in 2003.

Thomas began his professional career in journalism before transitioning into the financial and business sectors. Throughout his career, he has held various strategic positions in the private sector.

In July 2024, Thomas was appointed Vice Minister of Finance of the Republic of Indonesia and was reappointed to the position in October 2024. He also served as an Ex-officio Member of the Board of Commissioners of the Financial Services Authority (OJK) from the Ministry of Finance during the period 2025–2026.

Thomas A.M. Djiwandono was officially appointed as a Member of the Board of Governors of Bank Indonesia pursuant to Presidential Decree Number 10/P of 2026 dated 3 February 2026 and took the oath of office on 9 February 2026.
