Strengthening Community Empowerment in Digital Transactions

Consumer protection is not only a matter of transaction security, but also community empowerment. “We would like to create consumers who are not only digital savvy yet can also protect themselves and play an active role in building a resilient and sustainable consumer protection ecosystem." That was the key takeaway delivered by Bank Indonesia (BI) Deputy Governor, Filianingsih Hendarta, during the appreciation and kick-off event for the Joint Movement for Consumer Protection (GEBER PK) 2025/2026, in Jakarta (03/11/25). The movement is a concrete step towards national synergy between the authorities, industry, associations and academia to strengthen education, literacy and consumer protection in the age of advanced technology. This year, the spirit of GEBER PK is “One Vision, One Action" to develop a consumer empowerment ecosystem that is solid, adaptive and resilient to the evolving threat of digital fraud.

Deputy Governor Filianingsih stressed that consumer protection is an ongoing initiative to protect individuals and maintain public trust and confidence in the national financial system. This is in line with the Government's Asta Cita program, which emphasises the importance of increasing consumer protection and empowerment as an integral part of building an independent, inclusive and competitive nation in the digital age. Deputy Governor Filianingsih also highlighted the increasing complexity of digital fraud and scam risk using artificial intelligence (AI), deepfakes and social engineering against a backdrop of rapid digitalisation. Through GEBER PK, therefore, Bank Indonesia continues strengthening synergy with the Indonesia Financial Services Authority (OJK) and all relevant authorities, industries, associations, academia and communities to expand financial education and literacy across all social strata.

OJK Chief Executive of Market Conduct Supervision, Financial Education and Consumer Protection, Friderica Widyasari Dewi, confirmed that OJK will continue strengthening various programs to monitor market conduct, handle consumer complaints as well as expand financial education and literacy on a massive scale. “The most significant challenge today is the exponential growth of fraud and scams targeting the public, thus necessitating joint action and close synergy among all stakeholders to develop a healthy and just financial ecosystem with integrity, alongside consumer protection as a key principle."

Entitled 'One Vision, One Action', this year's GEBER PK program entails three major initiatives to strengthen consumer protection comprehensively, which is relevant in the community. The initiatives will be implemented through a national education campaign, with the tagline “Protect Your Data, Protect Your Funds', to build public awareness concerning the dangers of digital scams and personal data theft. The launch of CERDAS PeKA (Care, Recognise, Report) centres at campuses will facilitate continuous financial education, coupled with the Duta PeKA program to strengthen the role of Student Ambassadors (Ministry of Primary and Secondary Education) in various regions of the Indonesian archipelago in terms of educating their friends and others in their environment about becoming smart digital consumers. The initiatives are a solid platform to expand literacy and create safe, resilient and protected communities in the digital age.

The GEBER PK movement is a collaborative effort between Bank Indonesia, OJK, the Ministry of Communication and Digital Affairs, Ministry of Trade, Ministry of Finance, Ministry of Primary and Secondary Education, National Board for the Placement and Protection of Overseas Workers (BP2MI), Coordinating Ministry for Political Affairs and Security of the Republic of Indonesia, and the National Consumer Protection Board (BPKN), in conjunction with various associations, industry players, and academia. In the spirit of “Protect Your Data, Protect Your Funds", GEBER PK 2025/2026 is a national movement to strengthen literacy, expand inclusion and create smart, resilient and protected communities in digital transactions. Since launch in April 2024, the GEBER PK initiative has become a massive and sustainable collaborative movement with the support of relevant authorities, associations (ASPI, AFTECH, PERBANAS, APGI, and ATSI), industry players and various communities throughout Indonesia.
