Bank Indonesia is
supporting the Government to accelerate digitalisation of social aid program
(bansos) disbursements, otherwise known as G2P (Government-to-Person) 4.0. Bank Indonesia is accelerating digitalisation
through five measures to strengthen various aspects of the payment system that
prioritise speed, convenience, affordability, security and reliability. First, strengthening payment system
infrastructure to support social aid program (bansos) disbursements. Second, interconnected payment services
through digital payment and agent/merchant channels. Third, security, meaning that access to funds
is protected by two-factor authentication, namely username and password, utilising
a combination of characters and biometric data.
Fourth, multichannel utilisation across various instruments and
channels, such as card-based or mobile phones as well as Quick Response Code
Indonesian Standard (QRIS). Fifth,
expansion of outlets offering bansos transactions, including branchless banking
or digital financial services (DFS), merchants and ATMs. That was the key takeaway of today’s (07/04)
Leaders’ Insight program “Digitalisation of Social Aid Program (bansos)
Disbursements and Optimisation of Bansos Benefits to Increase Financial
Inclusion”, as part of the Indonesia Digital Economy and Finance Festival (FEKDI)
2021.
Bank Indonesia Governor,
Perry Warjiyo, confirmed that Bank Indonesia will strengthen the payment system
ecosystem to support G2P 4.0 by accelerating QRIS implementation, developing
BI-FAST, and connecting the banking and FinTech industries through Open API
Payment Standards. The Coordinating
Human Development and Culture Minister, Muhadjir Effendy, took the opportunity
to explain how the digitalisation of social aid program (bansos) disbursements
will provide greater distribution/disbursement convenience and facilitate
monitoring of disbursements to the benefit recipients. The National Development Planning Minister,
Suharso Monoarfa, added that digital transformation is oriented towards
optimising the use of digital financial services and the needs of bansos
recipients.
